At the time, (and before going down many rabbit holes) I saw the twin towers with Saturn in Gemini opposed by unseen forces (Pluto) with a religious bent (Sag) as the driving force. The resulting uptick in patriotism and displaying of flags I attributed to Jupiter in its exaltation in Cancer. Looking at the degree of the ASC was something I hadn't considered.

Yes, I can see the advantage of him not knowing, absolutely. He would be in great danger and all who were part of the plan would also struggle to keep their identity hidden. Why exactly did he (Bush) need to know? In my opinion, he was one of the perpetrators (involving the moon - governing Cancer/government which was void of course). He allowed it. For the media to report that Bush was reading, "My Pet Goat" at the time of the incident is a blatant satiracle "smack in the face" statement the cabal - dark shadow government - is well-known for. To me the void moon suggests that the official executive branch was asleep at the wheel, and the "alt executive branch" -- Cheney -- was in charge.
